I still have my 100% save file lying around. In it, there's a string that says 'settingsCensored'. This could mean that the config, and by extension the censorship, are stored in the save files.For reference, on Windows, save files are in %USERPROFILE%AppDataLocalLowHuniePotHuniePop.
EDIT: I forgot to add the fact that while the settings are in plain text, the values are in hexadecimal.

use this command in Windows PowerShell:
New-Item -ItemType file huniepop_uncensored_patch.game
or alternatively
ni huniepop_uncensored_patch.game
That's it. Couldn't be any more simple than that.
