I would have never thought we would have gotten so many emails for a Windows 98 DST Patch.
If you missed it, we have created an unofficial patch for Windows 2000 that updates it to the new Daylight Saving Time enacted here in the United States. Microsoft is not providing one since Windows 2000 is no longer supported.

Well, over the last week we have received over 500 emails asking for a Windows 98 patch. Many people are still using 98 as a fax server, print server, or just a simple workstation. So…we figured why not make a patch? Testing on Windows ME gave me the willies, but other than that it is not much different than Win NT/XP/2003

The registry keys are a little different. For example, a simple one is Windows is used instead of Windows NT
They also shortened the name of the time zones, in Win9x, so “Central Standard Time” is only “Central”.
Daylight saving time is simply broken in Windows 95, so I wouldn’t even bother trying to apply the patch to these systems.
The patch can be called from the command line with these parameters (That way you can put it in a logon script):

Windows 2000 Dst Patch Downloads
Here are the steps to update the Daylight Saving Time settings on aWindows 2000 computer:
- Download and install the TZedit application
- Click on this link.
- On the pop-up dialog titled File Download click .
- On the pop-up dialog titled WinZip Self-Extractor make sure the box labeled 'Unzip to folder' says 'C:Program FilesTZEdit' and then click .
- You should get another pop-up dialog, also titled WinZip Self-Extractor saying '2 file(s) unzipped successfully.'. Click . to close this dialog.
- On the first WinZip Self-Extractor dialog, click . to close it also
- Launch the TZedit application
- Click on and chose 'Run...'
- On the Run dialog, click on .
- On the Browse dialog, navigate to 'C:Program FilesTZEditTZEdit.exe'. Click .
- On the Run dialog again, click on to run TZedit.
- Edit the time zone data
In the dialog titled Windows Time Zone Editor, repeat the following procedure for each of these six time zones (note: Hawaii does not observe Daylight Saving Time.):(GMT-04:00) Atlantic Time (Canada)
(GMT-05:00) Eastern Time (US & Canada)
(GMT-06:00) Central Time (US & Canada)
(GMT-07:00) Mountain Time (US & Canada)
(GMT-08:00) Pacific Time (US & Canada); Tijuana
(GMT-09:00) Alaska- Find each time zone above in the list and click to open the Edit Time Zone dialog.
Using the pull-down menus, - Change 'Start Day' from the First Sunday of April to Second Sunday of March, and
- Change 'Last Day' from the Last Sunday of October to First Sunday of November.
Be careful to not change any of the other settings. - Click to confirm your changes for that time zone and close the Edit Time Zone dialog,
Having modified all six time zones, it's easy to check your work: Just click on each of the six time zones one more time, while watching the dates in the status area just below the selection list. If any are in error, click again.
When you're satisfied, click to close the Windows Time Zone Editor application.
- Find each time zone above in the list and click to open the Edit Time Zone dialog.
- Activate the settings you entered
- Open Control Panel and double-click the icon Date/Time.
- On the dialog titled Date/Time Properties, click the tab Time Zone.
- Select a different time zone than yours and click .
- Re-select your preferred time zone.
- Click to close the Date/Time Properties dialog.
How to fix Daylight Saving Time in Windows 98 and ME
As of this writing I have not had a chance to test either of these twounofficial time zone editors which were suggested to me by a helpfulthird party:
- Option 1: Zone Manager
- Scroll down until you find the program named 'Zone Manager', andleft click on it. Scroll down to 'Download' and download Zone Managerand save it to your hard drive (a folder named 'downloads' might be agood place) in a location you can easily remember. If you do not alreadyhave Visual Basic Runtime v 6.0 installed on your system (you will needit to run Zone Manager) you can also download and save it to the samelocation on your hard drive from this same page.
- Close your browser.
- Be sure you are logged on as an administrator privilege accountif your system requires it to install programs.
- Open and install Visual Basic Runtime v 6.0 on your system (if youalready have VB 6.0 installed on your system, ignore this step). Rebootyour computer.
- Open and install Zone Manager on your system.
- Reboot your computer.
- Go to Start | Programs | Karen's Power Tools, and select Zone Manager by leftclicking your mouse.
- On the lower left of the page, left click the button named 'Edit Zones'.
- Under the tab for Windows Built-in Time Zones, find your local time zoneand left click on it to display the built in Windows settings.
- Left click the 'New Zone' button to create your new custom timezone, type in what you want for a name, and be sure the box is checkedto 'Enable Daylight Savings Time'. Set 'begins' for the second Sunday inMarch, and set 'ends' for the first Sunday in November.
- Review your settings to be sure they are correct, and then leftclick the 'Save Zone' button, followed by the 'Save All Changes andClose' button.
- You should now be back on the main program page. Here, you leftclick the 'Save Shortcut to Zone' button followed by the 'Exit' button.
- You now have a new desktop icon labeled 'Activate...' that lookslike a red box with a white K in the middle of it. When you double leftclick it with your mouse, your computer will be changed over to the newcustom time zone you created.
- If you followed the instructions above, you now have installed yournew custom time zone that will change your computer time for you in 2007to accommodate the new Daylight Savings Time settings. You will havespent about 15 or 20 minutes, and you didn't even need to become aprogrammer.
- If the government ever decides to change things again (They wouldn'tever do that again now would they?), you just open the Zone Managerprogram again, create a new custom time zone with the proper settingsfollowing the steps above, and delete the old custom time zone.
- If you like the Zone Manager program and play around with it a bit,you will find it also has a time synchronization feature that will allowyou to synchronize your computer clock with one of the precise atomicclock servers around the world. You left click on the 'Set Time' buttonon the main program page, select the time-server near your currentlocation from the new page that opens, and then left click the'Synchronize' button on the upper right. It should only take about aminute or less even on a dial up connection.
